I doubt the PHSG report is actually objective or even factual. It was a combination of (1) guided "witness" responses, (2) biased reporting which (3)resulted from previous less aggressive reports that (4) PHSG caught hell and criticism from by former clients and jaded media. The two so-called investigators" were, in previous employment, sex crime prosecutors from the Philadelphia District Attorney's office. They had a stake in the game. Their quest was not truth but the answer they wanted; not the unvarnished truth!
