Starting off, this is an off year so the only rules that were reviewed or modified were those pertaining to Player Safety.

Biggest change is all targeting calls will be reviewed, apparently in the past it was a decisions whether or not to review based on the play and if it was questionable. Now it's an auto review.

Additional rules have been adopted to further clarify targeting, and tackling with the crown of the helmet. Also, they're applying a new definition to targeting, now it's no longer just helmet to helmet but the tackle has to be done in a manner where the defender is attacking. This will hopefully lower the number of false targeting calls when a player tackles and the other player lowers their head initiating helmet to helmet.

Change to kickoff, now a 2-man wedge is illegal, where two or more players aligned shoulder to shoulder within two yards of each other.

This new rule will be called as a live-ball foul regardless of contact being initiated. However, no foul if there is a fair catch, kick out of bounds, or touchback.

Another safety change will be to the blindside block. No player shall deliver a blind side block, will be ruled a 15-yard penalty.

The block is ruled as an open field block against an opponent that is initiated from outside the opponents field of vision, or otherwise in such a manner that the opponent cannot reasonable defend himself against the block.

Officiating Crews - Reply and Field officials will now be assigned together from the same organization. In the past reply was a separate assignment.

Clarification on the wedge rule, a two-player block is legal, but when two players come together within 6 feet and move up the field at the same time then it will be deemed a wedge and flagged.

Like any unsportsmanlike act it depends. Anything that brings attention to the player rather than the team then it's a foul.
