I know he got invited to a game and wore a TCU shirt, but I never thought he actually had an offer in hand. Same sort of thing with Kolby.
No proof, but I am convinced that the conversation with UT goes something like this:
If we offer you a scholarship will you accept?
If you do accept, we expect that you will not take any other visits or work any other deals with other schools. If we find out you are considering other schools we will pull your offer.
Now, will you accept an offer from Texas if it is made?
Recruit: "Yes"
OK, we are offering you.
That way, very few recruits ever receive offers and go somewhere else. Texas can show that they get (most) everyone they offer.
Given that, there is no way that Tanner Brock wouldn't get an offer from UT if they thought there was a chance of changing his mind.
