There has been a major effort in the criminal justice business over the last 5 years or so to make it less difficult to bond out. If you want to read more than you probably really want to know, check out "Appleseed project." They have been a major force in Texas on this issue.
For sure, there have been poor folks languishing in jail longer than they should on relatively minor crimes, but like anything else, when you try to correct a problem by taking a sledgehammer to it, there will be individual cases that get what could reasonably be argued as "overcorrected."

Went to the facebook page of the girl that started it and someone had asked her about this exact thing. Her response: "I have turned off at the request of the family who was overwhelmed and deeply touch by the gratitude."

This rat doesn't deserve the relative comfort of a federal prison. Why kidnapping registers as a Federal crime I can't understand. But he needs to be spending a few weeks, at least, experiencing the hospitality of the Tarrant County jail.
