Is Boise not a state university?
Not sure about Boise specifically but usually "State" is for public schools part of a state system instead of the "University of" systems.

For example: Fresno St is part of the California State system while UCLA (University of California LA) and Cal (University of California Berkley) are part of the University of California system.

"State" in the name was assigned to land grant schools that were chartered to specialize in agricultural, mechanical (engineering), and in some cases the training of teachers (normal). Some use the "A $ M" moniker instead of "State, " while some like Oklahoma State have flip flopped like Kerry. That's why the Texas A$M system have some of each, like Tarleton State and A$M Commerce. Arkansas still has an "A, M, & N" school located in Pine Bluff.

Fresno St. has a "V" on the back of their helmets that stands for the valley that Fresno sits in.
That's the 450-mile Central Valley of California formed by the Sacramento and San San Joaquin rivers. It separates the Rockies from the Sierra Nevada mountains and is almost as large as the state of West Virginia The lion's share of Cali's agricultural output is produced there.

Pardon the travelog. Got relatives on Mom's side there and used to go regularly as a kid to visit them. They were among tens of thousands of Dust Bowl Okies who migrated down Route 66 to California during the Depression looking for work. Mom among them. A genuine Steinbeck Grapes of Wrath story.
