Basically. It’s just a churched up way to say that our broke-ass, gangster-ass, crime stricken-ass town is jumping with the cool.... and a lot of murders. Because that’s something to brag about.

My best guess based on context clues is it's a euphemism for twisted or torqued up. Opposite of turnt up which is a good thing.

BTW, Hootie and the Blowfish are the band. Darius did a solo project in the early 2000s that didn't make much of a ripple. Then the band put out another record and eventually Darius went on to country. There's no really "Hootie."

Whatever you do, do not get the daily warrior smoothie from smoothie King. Terrible. Taste like ice water, sugar, and peanut butter Mixed together and yet for some reason it is purple.
