Exactly. I spent about 25 years in the 21 CFR 172.878 business, among other things.

Spent little time in the food end. My use of mineral oil was in topical emulsions, which is rare, and not good with sunscreens. I did manufacture a little baby oil, though. Lubriderm lotion, decades old,is still mineral oil based, so go figure.
