Read the linked article in the OP. That is exactly what was said. Tennessee. The Volunteers. Reached out.
You, by yourself, could reach out to Nico’s dad right now with an offer, and it could be reported that “TCU and the Frogs reached out.”

“In need of a quarterback, the Volunteers reached out to TCU quarterback Josh Hoover’s representatives according to multiple sources with a strong offer. Tennessee offered Hoover roughly a $1 million more than he currently makes at TCU but Hoover quickly turned down the Vols to remain in Fort Worth.”

Pretty open and shut case Tennessee (I.e. those employed or directly under the umbrella of the university), reached out to Hoover via HIS “representatives”. So what they used a middle man, they still made contact with a player who was not in the portal on behalf of the university.

I hold little interest in the reporting of a sports website named after a piece of fruit, or the comments of trolls who will argue with tree to defend their schools' actions - justified or otherwise.

What I am interested in knowing is why Hoover would turn down a lucrative offer (reportedly in the vicinity of double the money) from a higher profile program the most competitive conference.

Does his rejection of their generous offer say more about Tennessee, or does it say more about TCU? For me personally, Hoover's decision is more encouraging and less irritating.

It sounds like Leavitt, Johnson, Robertson, Hoover, Becht, and Retzlaff all turned down inquiries into their availability to transfer to Knoxville. The Behren Morton-Nico trade never materialized...lol sorry Tech fans.
