There are tens of millions of people who work as plumbers, electricians, phlebotomists, mechanics, nurses doctors, real estate agents, librarians and other professionals who are rejected for licenses by the state they reside in. In MOST instances they are given the opportunity to "appeal" their rejection for license application and most of the time they receive the license. If some of these applicants were convicted for animal or child abuse, they are still given the opportunity for multiple appeals.

I think it is High Time; this Forum starts screening for puppy killers. I'm convinced there are at least a couple here.
