Am I missing something, isn't there a rule that says you can't advance a fumble?

On 4th down
A fumble can't be advance if the ball goes forward out of bounds. Recovered in the field of play is fine. (I'm 99% sure
that's how it works)
Or maybe if a Saints player had picked it up, he couldn't have run with it once it was recovered?
Where is Zebra Frog?
In the nfl any player may advance a fumble except on 4th down or in the last two minutes when only the player fumbling may advance it.
Does OT constitute the last two minutes?
Given what happened id say 'no'.
