Evidence suggests that Dillingham is a good coach, but maybe in the new college football it will be really tough for any Big XII team (or even SEC/Big Ten, too) to have consecutive great years. You could argue that being in playoff makes you an attractive destination for in-coming transfers, but preparing for a playoff run also limits coaches' ability to work the portal and may limit their willingness to recruit to positions where they need to keep this year's players with eligibility remaining for next year happy right now--i.e. recruit over a guy and maybe he hops in the portal and you just lost guys you needed on your depth chart for a playoff run.
