If the runner plays for the Longhorns and the play is important for a UT win then the call is either a first down if on their own end of the field or a touchdown if on their opponent’s side of the field, regardless of where or when the runner stepped out of bounds. And also a 15 yard personal foul penalty on the opposing team.

And add 1 second back on the clock.

If an element of targeting cannot be confirmed, the the Replay Official shall reverse the targeting foul. Stands is no longer an option for replaya reviews involving a foul called for targeting. Targeting means that a player takes aim at an opponent for purposes of attacking with forcible contact that goes beyond making a legal tackle or a legal block or playing the ball. Some indicators of targeting:
Launch - a player leaving his feet to attack an opponent by an upward and forward thrust of the body to make forcible contact in the head or neck area.
A Crouch followed by an upward and forward thrust to attack with forcible contact at the head or neck area, even ghough one or both feet are still on the ground.
Leading with the helmet, shoulder, forearm, fist, hand or elbow to attack with forcible contact at the head or neck area.
Lowering the head before attacking by initiating forcible contact with the crown of the helmet.
