He got it because he said he couldn't work out for teams due to COVID-19. I'd classify this as an exception not the rule.

Between the portal, granting of a sixth year, and appeals such as this, there are already way more players than D1 scholarships to offer. At some point D1 talent will have to play down a division just to find space to play

Case Keenum was around 30 and still playing college football.
Brandon Weeden played pro baseball and then became a college QB. Different sport, but should that really matter?
