Good news for TCU seniors in baseball, golf, tennis, track and field, and beach volleyball--NCAA offers an extra year of eligibility due to interrupted seasons. Teams granted space for the extra scholarships above regular limits, so incoming freshmen not affected except possible extra competition for playing time.

I would like to think that the bolded portion above is correct but I thought I had read that they would not increase the scholarship limits but may allow for some of the rules to be relaxed inside of those limits. For example, baseball would stay at 11.7. Maybe they could spread them across more than 27 players or go below 25% or something but I don't think that they allow for extra scholarships.

I think the issues are more likely to be (a) whether schools are willing to spring for the extra schollys over regular budgets and (b) whether students on partial schollys are willing to spring for an extra year of partial tuition.
